The project partnership consists of four Municipalities and four Institutions in each country. The Municipalities have agreed to undertake the pilot actions and have proposed themselves the places and the kind of actions that they wish to implement, ensuring the Lead Partner that the selected areas are within the Municipalities' boundaries and the Municipality are responsible for providing the licenses and approvals for the studies and the small infrastructure.

The institutions in each partner place have committed themselves in working closely with the Municipalities and providing scientific support and knowledge regarding mainly the EMAS application and studies for the implementation of the demonstration actions.

The Lead partner Municipality of Agria, for example, has taken the approval of the Municipal Council and the Letter of Intent and has appointed the Municipal Enterprise for Planning, Constructions and Development for the carrying out of the pilot actions on the urban coastal area of Agria. The Mayor has also declared the Municipality's intention to work intensively on the rehabilitation of the coastal zone with press releases and presentations of the Work Programme of the Municipality. The Municipality also has the experience of public procurement procedures, since it is involved in other EU Projects and National Projects as well.

The other partners have done the same preparatory work as the Lead Partner in preparing the area for accepting the actions undertaken through the project.

Nevertheless, a Management and Coordination Unit with expertise in the field of management of European Union projects, appointed by the Lead Partner and with the agreement of the project partners, provides all the necessary guidance and consulting to the partners on matters such as the compliance with national and community rules.
